Extra Power: All COVID-19 Donations Will Be Monitored By The Government

President Rodrigo Duterte on Wednesday, April 1, signed an administrative order tasking the Office of Civil Defense (OCD) to take charge in receiving and coordinating all donated medicines, medical equimpents and supplies to the government.
Through Administrative Order no.27, all donations from private institutions,foreign governments, and non-governmental organizations (NGOs) will be managed by the government.
“All donations to the National government or the Department of Health (DOH) of medicines, medical equipment and supplies, and other products intended to address the Coronavirus disease (Covid-19) situation, whether received or accepted from foreign governments, private entities, non-governmental organizations, or any group or individual, shall be coordinated with and transmitted to the OCD for consolidation,” the order read.


Where It Goes..


The OCD, in coordination with DOH, Department of Social Welfare and Development (DSWD), the Department of Labor and Employment (DOLE) and the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases,will be in charge in determining which health facilities, beneficiary groups or establishments will receive the donated supplies.
“The OCD shall similarly keep a record of the direct donations reported by the recipient agencies and instrumentalities pursuant to the above section, and take the same into consideration when assessing the need of such recipient agencies for further assistance from the OCD,” the order read.
Under Order no.27, the OCD will also receive logistical support from the Department of National Defense (DND).
The DND will aid in immediate consolidation, distribution, and delivery of the donated medicines, medical equipment and supplies.The OCD must submit a weekly report to the President  through the Executive Secretary on the actions taken regarding the said order.
